Very rare pamphlet by the prominent German physiocrat J.A. Schlettwein (1731-1802). After fruitless attempts by emperor Joseph II to move the Dutch Republic to open up the Scheldt - which it blocked since 1587 - for trade in the Austrian Netherlands, Schlettwein states that rivers that flow through multiple countries, are commonplace and free to navigate for all those countries. No country can force another not to be able to use its own waterways; free passage is a god-given right. Ill. with a folding map "Neuer Plan von den Lauf der schiffbaren Schelde von Antwerpen durch Hollaendisch Seeland bis zu deren Mündung an der Nord See". Woodcut head- and endpiece. Printed in Gothic.
